Italy's Security Decree and the canyoning knife, a life-saving tool

Italy’s Security Decree — Decree-Law no. 23 of 24 February 2026, converted into Law no. 54 of 24 April 2026 — amended the rules on cutting tools set out in Law 110/1975. The new wording does not distinguish between urban settings and natural environments, which creates a paradox for anyone practising outdoor activities.

As Progetto SolidALE ETS we support the appeal of the Italian Alpine Club (CAI), which has asked the Government for an explicit exemption for hiking, mountaineering and rescue activities in natural environments.

Why a canyoning knife is not a weapon

• It is personal protective equipment. It is used to cut ropes under tension within seconds during an emergency in a canyon.
• It is a technical tool. The blunt tip and quick opening are safety requirements, not offensive features: the first avoids injuring the person being rescued, the second allows one-handed use.
• It is part of the harness. Looking at a full canyoning kit, it is clear that every element has a vital function.

We hope for a regulatory development that accommodates the specific safety needs of the outdoor world and distinguishes between intended uses. Promoting a culture of safety in canyons is part of the mission this committee was founded on, and this is one of the occasions where that culture must also be defended at the level of the rules.
